If one does not have the experience of visual imagery in walking life, how could they piece together a visual dream? Instead, their dreams will consist of smell, taste, sounds and motion as well as other senses.
If you ask a blind person who has been blind all their life, 'do you have visual dreams' they will be unable to answer it. They don't understand what the visual sense is therefore they aren't able to identify it.
Of course they can see their dreams. A dream is a vision. You don't need to be able to see to form a vision. Blind people form a picture, a vision, in their mind of things they touch, smell and hear. So of course blind people see their dreams. Often enough in their dreams they dream about being able to see.
If they had sight after being born and lost their eye sight, then yes. If they were born blind, they usually just hear sounds and such just like how they communicate in the real world.
Yes in their minds eye, we've all got one, even blind people.
