You don't have to watch Chicago Fire to watch PD. Though the Police aspect of it comes into play in the start/middle of the 2nd season.
Chicago PD started the night after Chicago Fire S2E8. You need to watch PD E12 after Chicago Fire S02E20. Because it is part 2
