The US did not declare war on Assyria. The Congress has to approve a declaration of war and they are on vacation. President Obama is deciding how to punish Syria for gassing it's people. Monsanto does not make nerve gas. Such weapons are illegal in the US. Russia, however, has violated arms treaties for years and makes chemical and biological weapons. Russia/Soviet Union has armed the Assads in Syria and formerly, Hussein in Iraq for decades. The gas used in Syria is likely some of what was moved out of Iraq by he Russians before our troops entered. The gas had been there and Saddam had killed Kurds in Iraq.
Obama is doing something like what Clinton did. Shorting ill-aimed rockets at no particular target. You probably don't remember the baby milk factory or aspirin factories (which likely were weapons factories) in Sudan, if I recall, which Clinton destroyed for al Qaeda destroying our embassy in 1998.
