Yes, and to some extent it probably always will. Unfortunately there will always be some cowardly people who get a kick out of cruelty.
We as a society reject cruelty to animals, and punish those found guilty of it. Unless they're Muslims or Jews, and then it's perfectly legal.

It's not that black and white. It may be illegal, but there are still idiots out there that abuse thier animals, and if they are caught, they are dealt with accordingly.
