Walt definitely wasn't a small time drug dealer, he was a major drug kingpin, and made the best meth in America, possibly the world. So how does someone like that stay under the radar for so long? I know it's a TV show, but it's realistic. And I know the timeline in the show is only like 2 years, but at the rate Walt was going. But it makes sense because in real life, we have drug kingpins who are really big and stay under the radar for decades.
