I don't think it had any real impact.
The New England area has always traditionally voted Democrat, and the hurricane didn't change that outcome.
Even before Sandy, most polls showed Obama to be ever so slightly ahead of Romney by 1-2 points nationwide, and also in the battlefield states.
I am in Britain, so this is an opinion from over the Atlantic... the hurricane seemed to give Mr Obama the chance to do what he is good at... get close to real people. He even got approval from all sorts of people in the media. I think that this might have pursuaded some people who were unsure.

It may have reduced voter turn-out for the Eastern Seaboard, which would have reduced some of the Democratic vote overall.
