Not a chance. She will be back before the season ends, I imagine Bonnie will have a hand in bringing her back. Ultimately Elena's going to make a choice between Damon and Stefan, it will happen in the final season whenever that will be so she will be back. In the meantime I'm looking forward to the old Damon being around for a while.
Most likely no. Remember this is the Vampire Diaries after all & they always find a way around something they believe to be undo-able. I think eventually they'll find out that's Katherine & some way some how Elna will resurface & they'll get her body back.
