Yes Obama did announce the camp would be closed, but as yet that has not happened.

On January 22, 2009, Barack Obama promised to close the detention center at Guantánamo Bay by January 2010. There were 174 prisoners left at the end of January 2010. There are still 167 detainees September 2012.

i remember obama signing something in '08 or '09 saying that it was to be closed within the year..did they ever close it?
