cwtv.com uploads an episode of Carrie Diaries every saturday on their site.. but when they add an episode they also delete an episode.. unfortunately you missed your chance to watch all the episodes on that site. However, they still have season 2 episode 1 on the site.. but then theres no more episodes from 2-7... BUT they have 1,8,9, 10, and 11. I started watching season 2 right when they started uploading, so I saw 1-9 so far.. I am gonna watch the other 2 later xd.. So.. to answer your question.. yes there is a season 2 carrie diaries.. but I don't know of a place where you can watch all the episodes.
Yes there is a season 2, but it won't be on Netflix for awhile.
