They have used the mass hallucination idea a couple of times. The late Douglas Adams (who wrote a few episodes of Doctor Who in the Tom Baker years) also used it in The Hitchhiker's Guide to the Galaxy. It was also used in the Doctor Who spin-off The Sarah Jane Adventures.

Watch various episodes of Dr Who and Torchwood. They make running jokes about the human ability to ignore what goes on around them.
Doctor Who is a VERY amateur show, so you'd expect such logic inconsistencies.
Why haven't Earthlings known about aliens and every other creature which appeared on Earth during the show? The Doctor never really tries to hide it. Should anyone in the show be surprised when an alien appears on Earth anymore?
I'm still a fan, though.
