I used to watch a show (on PBS I think) as a kid & can't remember for the life of me what it is called. There were muppet/puppet like characters and they had their own little kingdom.
One specific thing I remember is that every episode they had this segment where they spied on this guy (like an actual person not a puppet) and he would do something different every episode. One time he sat on a gelatin mold (only thing I remember).
This took place in the late 90s. It is NOT Eureeka's Castle
