If 9/11 had not happened, the world would still be in the same shape it is today. The terrorists CONSTANTLY seek means and methods to murder. If it wasn't 9/11, it would have been something else.
No way, as horrible as it was, 9/11 made the world a safer place since security is much tighter.

Besides the ~3000 people not dying, I think the following would have also happened:
* No stupid TSA make-pretend security policies, like making you take your shoes off, not allow liquids on through security, or high school dropouts with their illegal touchy-gropes hands down your pants.
* No rise of the Tea-Party with its ultra-conservative, ultra-Christian candidates.

* Bush would have been the 1 term lame-duck president everyone (even Republicans!) predicted he would be. His greatest achievement would have been not choking to death on a pretzel.
* No endless "war on terrorism" in Iraq and Afghanistan. Iraq cost the US over $1 trillion alone, all the while Bush kept cutting taxes. Not to mention the 1000s of US casualties, and 100,000s of dead Iraqis.
* Katrina wouldn't have been an international embarrassment because whoever would have been president would have dealt with it better.
* No Patriot Act. You know the current NSA scandal? Yeah, that was part of the Patriot Act.
* No global hatred of Muslims.

People wouldn't be getting hand jobs at the airport.
Thousands of good folk would still be alive and America would have been spared the cost and trouble of re-building.
No, people would find a reason to blame whatever was going on in their immediate vicinity on foreigners.
