An alien with a time machine fighting bad guys to protect the universe and the time stream from things that aren't supposed to happen. Some things are fixed in place and are supposed to happen, other things aren't and he either tries to, or can, change them.

He can Regenerate changing his body and personality but retains most of his knowledge & memories
Good question, I should watch the new one, because I never understood the old one. And I hated his scarf.
