It was just a coincidence as far as we can tell. 9-1-1 isn't even the emergency number in other countries. For instance in the UK it's 1-1-9.
No, it seems that 9/11 just happened to be the date when the scheduling worked out for the planes and everything else. If anything, it would have made more sense to hold the attack on monday, 9/10 when there were usually more people in the towers.
I believe it was some kind of dark humor on their part, and I said that before noon on 9/11/01.
