The Federal Nuclear Regulatory Commission forbids anyone from having weapons grade uranium and plutonium except for licensed research facilities and companies manufacturing it for the government.
Most states do not have laws against owning a Nuclear Weapon because you are not going to get one unless you build it yourself. Without refined Uranium or Plutonium that you can't get, you are not going to build yourself a bomb. So why waste time making a law against it.
Nobody's allowed to personally own nuclear weapons, just governments.
