until the new series the Doctor was not portry at all sexual, though he admits later admits to having a child(children)and does have a granddaughter. In the novel Lungbarrow, it is stated that Time Lords do not reproduce sexualy, but are grown on looms. The character of Jenny in the Doctor's Daughter is not his daughter, but a freakish half human female clone of the Doctor. It a family show there is no need for anything about the Doctor and sex to be dealt with
Time Lords and Humans are two entirely different species and therefore could not conceive young. It would be like a Human mating with a Dog and the Dog giving birth to a baby Human. The Doctor can have sex otherwise he could not have been a Dad (which he states in the 2006 story, "Fear Her") or had his Granddaughter, Susan Foreman.
If they ever bring it back up, he does have a daughter. it was in the 3rd or 4th season of reboot series.

After the time lords were wiped out why didn't the Doctor ever consider mating with someone to create another time lord? He could restart his race by doing so, can the Doctor even have sex? It's never really been explained.
