Most kids are running around and screaming their heads off at that age but the little boys playing Johnny seem extremely laid back and mellow. It makes it easier for the actors to work with and just carry him around.
He looks to me to be close to 2 years old who is Victoria and Billy's child.. Chelsea's son Connor is about 6 months old. Chelsea gave Johnny up for adoption to Victoria and his bio father Billy.

odds are they are keeping him an infant, until they need an older child for a plot... at which time he'll probably snap forward to the right age or beyond
Soaps are notorious for rapid aging of kids... typically jumping from 10ish to late teens over night

They keep them young for along time next thing you know they are teens.

Chelsea was pregnant with Johnny in 2011, it is now 2014 don't you think that Johnny should be older he barely walks. Chelsea gave birth to Connor about 8 months ago. Both boys look too close in age.
