I think that when they recast the roll of Adam, the truth will come out that Adam was framed for sweet little Delia's death.
Then we will see if Billy pulls a gun on the culprit... I don't think it it will be Kelly, but you never know who will be losing their job next on Y&R.
No, I don't think Billy would pull a gun on Kelly. He would just hate her twice as much for leading him on and pretending to care. It seems to me that someone else must have hit Delia since she was chasing the dog and Adam only saw the dog. Anyone could have come down that road before Delia was hit.

Really not sure, they never had anyone other than Adam as the suspect. Which I still don't believe he killed Delia - the whole way they filmed that scence leave much to be discussed. Like you, I do wish it were Kelly or someone else all together.
